Authority Meetings) (England) Regulations 2020’ came to an end on 7 May 2021 and
the Parish Council must now hold meetings in public. Every effort has been made to
ensure your safety at this meeting. Windows and doors will be opened (please dress
in warm clothing). Attendees (except those in a support bubble) will be seated 2m
apart. Everyone will be asked to wear a face mask when not speaking. Hand sanitiser
will be available. Surfaces will be cleaned before and after the meeting. Attendees

21/50 Minutes
21/50.1 The Minutes of the meeting held on 9 June 2021 be signed by the Chairman.
21/51 Declarations of Interest
21.51.1 There were no declarations of interest.
21/52 Finance
21.52.1 Financial Statement and Bank Reconciliation presented by Clerk.
21.52.2 Invoice Staffordshire County Council, Advice and Training Data Protection Legislation for 12 months – £160. LGA 1972 s 111.
21.52.2.1 RESOLVED: To pay the invoice.
21.52.3 Gate ways.
21.52.3.1 RESOLVED: To await further guidance from County Highways re the requirements for installation of the gate ways. Councillor H Wildblood/Councillor Hudson to advise Clerk of company from whom to obtain a quote for installation.
21.52.3.2 Clerk requested to a) obtain permission to locate a further seat around Burston Pool and quotes for a seat in recognition of contribution made to Parish by the late Mr W Pilling b) a flag and flagpole for Burston (location to be advised by Burston Councillors and permission to be obtained). Proposals made by Councillor H Wildblood. Seconded Councillor K Hughes.
21/53 Pool Safety
The Clerk updated Councillor on progress following discussion with Staffordshire Fire and Rescue. Clerk requested to check with Staffordshire Fire and Rescue that two throw lines, (rather than one) might be advisable.
21.53.1 RESOLVED: Clerk to follow up.
21/54 Report of Borough Councillor
No specific update. Councillor Beatty’s report not received. Clerk to follow up and circulate to Councillors.
21/55 Report of County Councillor
21/55.1 Councillor Parry not present.
21/55.2 Gate in Fence. No feedback from Councillor Parry. Clerk to chase progress with County Highways.
21.56 Outstanding Matters – Highways Matters
21.56.1 Road Safety. Responses from William Cash MP, James Bailey, Staffordshire County Council Commissioner for Highways and Transport and Chief Inspector Giles Parsons had been circulated to Members. No response from Councillor Parry to investigate 60 mph speed limit that is displayed on GPS data on Burston Lane. Clerk to follow up with Councillor Parry.
21.56.1.1 RESOLVED: In view of responses received it was resolved to abandon the request to extend the 40 mph speed limit through the Burston section of the A51. It was resolved to invite Staffordshire Police to next meeting to discuss Community Speedwatch Scheme.

21.57.1 Applications returned to Stafford Borough Council – reply awaited:
21/34090/FUL Hardiwick Farm, Kiplass Lane, Sandon. Construction of milking parlour and associated facilities, collecting yard and cow handling yard.
Councillor Harp left the meeting at 8.25 p.m.

21.58.1 Bus Shelter Maintenance. Councillor Shelley had painted Sandon Bus Shelter. This had revealed some woodworm damage. No further action to be taken at present. Painting of Burston Bus Shelter outstanding.
21.58.2 Replacement of felled tree – Burston Pool.
21.58.2.1 Clerk requested to obtain permission to plant tree to replace that removed by Stafford Borough Council and to obtain quotes for replacement.
21.58.3 Boundary Commission for England – 2023 Boundary Review. No comments made.
21.58.4 Burston Tea Party – Councillor Hughes informed Councillors that a Tea Party was being organized for the end of September. Councillor Shelley asked that she inform the Clerk of the arrangements. Clerk to notify Stafford Borough Council and update website.
21.58.5 Councillor Shelley asked Councillor Wyatt to raise the issue of shared cost for road sweeping at the next Stone Area Liaison Group meeting.
21/59 Correspondence
21.59.1 Staffordshire Parish Council’s Association. Weekly updates forwarded to Councillors.

21.59.3 Stone Town Council – invitation to Chairman and Escort to attend Civic Sunday 11 July 2021 – cancelled.

Mrs Rundle stated that access between the towpath and the canal was proving difficult as stiles are difficult to negotiate. Clerk to be advised of exact location of stiles/photos.
A tree had fallen down on the canal near Sandon Bank near Burston lock. Clerk requested that she be notified of exact location of fallen tree/photo.
