Minutes of the Parish Council Meeting held on 9 December 2020

20/066 Minutes
20/066.1 The Minutes of the meeting held on 11 November 2020 be signed by the Chairman.
20/067 Chairman’s announcements
20/067.1 The Chairman announced that Councillor Harris remained out of the country and had verbally resigned. The Chairman thanked Councillor Harris for his contribution to the work of the Council.
20/067.1.1 Resolved: Clerk to notify Stafford Borough Council of Councillor Harris’ resignation.
20/067.2 The Chairman stated that following further investigation into the proposal to issue Christmas Hampers to residents, that due to the numbers and cost involved, he proposed that the funding set aside for Senior Citizens Lunch be used to offer residents lunch at the Greyhound, when restrictions allowed.
20/068 Declarations of Interest
20/068.1 There were no declarations of interest.
20/069 Outstanding Matters – Highways update
20/069.1 Footpath 36. Councillor Hudson updated Members. Staffordshire County Council had approved a scheme of work. Work would commence in January, weather permitting. A letter would be sent from the Parish Council to residents who use the Parish Council car park notifying them of use of the car park by contractors. The Clerk had contacted the Principal Rights of Way Officer to ask if a financial contribution from the Council was required.
Resolved: Councillor Hudson agreed to bring a further update to the next meeting.
20/069.2 Sandon Gateways. Discussion regarding the location of the gateways. County Council approval was being sought. Quotes for the supply and fitting of gate ways were being sought.
Resolved: Chairman to contact local business owner regarding proposed siting of gate ways opposite his business. Clerk to obtain quotes for supply and fitting of gateways.
20/069.3 Burston Grid. No further progress.
20/069.4 Gate in fence. Councillor Harp reported that he had no further update.
20/070 Planning
20/070.1 Applications returned to Stafford Borough – reply awaited:

The meeting was adjourned for the District Councillor’s report and convened thereafter.
20/071 Report of the District Councillor
20/071.1 Burston Pool Safety Equipment (ref Agenda item 10.2). Councillor Harp reported that the Borough Council had agreed to inspect the Pool to decide if it warranted safety equipment. He agreed to discuss this matter with the relevant Director at Stafford Borough Council and report back to the next meeting. The Chairman had discussed this matter with the Simon Hartley Fishing Club. The Parish Council expressed their concern regarding the lack of safety equipment at the Pool. The Clerk agreed to forward the email correspondence that she had had regarding the responsibility for the safety equipment to Councillor Harp.
Councillor Harp left the meeting.
20/071.1.1 Resolved: Clerk to forward correspondence to Councillor Harp. Clerk to check Parish Council’s insurance. Councillor Harp to report back to next meeting.
20/072 Finance
20/072.1 Financial Statement and Bank Reconciliation Statement were presented by the Clerk. The Clerk summarized the Council’s current financial position. There had been no further invoice from Nigel Ferguson.
20/072.1.1 Resolved: Chairman to write a further letter to Nigel Ferguson.
20/072.2 Financial Payments – Requests for authorization.

Resolved: To pay the invoice. Reimbursement of Clerk – £59.99 LGA 1972 s112(2).
20/072.2.2 Clerk’s Quarterly Salary. Gross £517.68. Net £419.88. PAYE – £97.80 LGA 1972 s 112 (2)
Resolved: To pay the Clerk’s net quarterly salary and PAYE to HMRC.
20/072.3 Parish Council Precept 2021-22. Details of Tax Base 2021-22, Government Grant and Concurrent Function Allowance figures received from Stafford Borough Council. Increase in Government Grant (£345.46 compared with £277.76 previous year) meant that if the Parish set a precept at the same level as the previous year a 0.5% decrease in the rate paid by Band D householders would occur i.e. 30p.
20/072.3.1 Resolved: Clerk to bring details of budget for approval to next meeting.
20/073 Items raised by Member Councillors/Clerk
20/073.1 Update on maintenance of fixed assets. The Chairman had cleaned the Sandon bus shelter. No further progress on the Burston shelter due to weather.
20/073.2 Tree Felling Station Avenue. The Chairman complimented Network Rail on the work they had completed and proposed sending a letter to Network Rail.
Resolved: Letter to be sent to Network Rail.
20/073.3 Parish Council website. The Clerk that she was obtaining quotes for work. Councillor Hudson to forward details of a potential supplier to Clerk. Details of quotes to be brought to January meeting.
20/073.4 Letter from David Moreton. Councillor Wyatt requested that this letter be discussed at the next meeting.
Resolved: Clerk to add this correspondence to the January 2021 agenda.
20/074 Correspondence
20/074.1 Staffordshire Parish Councils Association – weekly updates had been forwarded to Member Councillors.
20/074.1.1 Councillor Wyatt’s place on the course for New Councillors had been cancelled due to a clash of commitments and would be rearranged in due course.
20/074.1.2 Councillor Shelley asked that his apologies be submitted retrospectively for the SPCA AGM.
20/074.1.2.1 Resolved: Clerk to submit Chairman’s apologies.
20/074.2 Stafford Borough Council – the Chairman had placed a wreath on Sandon War Memorial on Remembrance Sunday.
20/074.2.1 Green Waste Charges. Notices had been placed on the Parish Council noticeboards. The Clerk confirmed that green waste could still be taken to recycling centres and there would be no charge.
20/074.3 Staffordshire County Council – temporary closure of Footpath 36. Notices had been placed on the footpath and the Clerk had placed notices on the Parish Council noticeboards.
20/074.3.1 Letter from Councillor Victoria Wilson – noted.
20/074.4 Stone Area Parish Liaison Group. Councillor Wyatt offered to attend meeting.
20/074.4.1 Resolved: Clerk to forward Councillor Wyatt’s name to the Group.
20/074.5 CPRE AGM. Clerk had tendered the Parish Council’s apologies.
20/075 Flooding outside Dog and Doublet. The Clerk reported that she had received an update from Highways. The work would be undertaken before the end of March 2021.
