Minutes of the Parish Council Meeting held on 9 September 2020

20/026 Minutes
20/026.1 The Minutes of the meeting held on 12 August 2020 be signed by the Chairman.
20/026.2 The Clerk reported that there had been no declarations of interest taken at the last meeting. Members present had confirmed that they had no declarations of interest at the meeting held on 12 August.

20/027.1 The Chairman welcomed Mrs Gill Wyatt as an observer to the meeting.

20/029 Outstanding Matters – Highways update
20/029.1 Footpath 36. Councillor Hudson updated Members on his discussion with the Principal Rights of Way Officer. Councillor Hudson also updated the Members on a telephone discussion that he had had with Councillor Parry.
20.029.1.1 Resolved: Councillor Hudson to update the Principal Rights of Way Officer on his discussion with Councillor Parry.
20/029.2 Sandon Gateways. The Clerk updated Members. A meeting was being arranged with Tim Buxton from County Highways. A further update would be brought to the next meeting.
20/029.3 Pothole, Burston Lane. The Clerk had reported this matter again with photographic evidence.
20.029.4 Burston Grid. The matter had been reported to Councillor Parry. There was no further update.

20/031.1 Financial Statement presented by the Clerk. Bank Reconciliation checked. The Clerk reported a healthy financial balance and reminded Councillors that the half yearly precept and Concurrent Function Allowance was due to be received at the beginning of October.

20/033 Report from District Councillor.
20/033.1 Burston Pool. Councillor Harp reported that a bailiff had been appointed. The new lease between the fishing club and the Borough Council had not yet been signed. Councillor Harp asked that any issues be reported to him.

20/034.1 Newly erected gate and fence – Burston. Councillor Shelley reported that he had been contacted regarding this matter. Councillor Harp stated that this matter was being investigated.
20/034.2 Safety measures – Burston Pool. Councillor Capjon reported that the telegraph pole opposite Mr Jubb’s house was being repositioned and the box containing the safety equipment had been passed to her (only a flare) for Burston Pool.
20/034.2.1 Resolved: Councillor Harp to take this matter up with the Neighbourhood Services Group Manager at Stafford Borough Council.
20/034.3 Car parking, Burston Lane. Councillor Shelley stated that he had been contacted regarding this matter.
20.034.3.1 Res0lved: Councillor R Wildblood to discuss with the complainant.
20/034.4 Recognition of the contribution made to the Parish by Mr. Robert Selby. 20/034.4.1 Resolved: Clerk to seek further advice on this matter.
20/034.5 Appointment of Staffing Committee. The Clerk advised that the Parish Council should have a Staffing Committee to review her performance and pay. Terms of reference to be agreed.
20/034.5.1 Resolved: Councillor Shelley and Councillor R Wildblood agreed to be appointed to the Staffing Committee and to meet with the Clerk.
20/034.6 Update on maintenance of fixed assets. Councillor Hudson sought permission to buy paint/brushes to undertake repaint the bus shelters. Councillors Capjon and R Wildblood had volunteered to assist.
20/034.6.1 Resolved: That Councillor Hudson purchase materials to repaint the bus shelters.
20/034.7 The Clerk sought permission to attend Staffordshire Parish Councils Association VAT training course – 12.10.20 – £25. LGA 1972 s112.
20/034.7.1 Resolved: The Council agreed that the Clerk should attend the VAT course.
20/035 Correspondence
20/035.1 Letter from HM Lord-Lieutenant of Staffordshire. The Clerk reported that two requests for letters to be sent from HM Lord Lieutenant of Staffordshire had been received and forwarded to his office.
20/035.2 National Joint Council for Local Government Services – National Salary Award – pay increase backdated to 1.4.20. The Clerk reported that this amounted to a very small increase in her hourly rate that could be covered by the current budget allocation.
20/035.3 Letter from Stone Town Council regarding planning matters. Noted.
20/035.4 Stone Area Liaison Group. At the request of Sandon and Burston Parish Council, the Clerk reported that consideration was being given to the time of future meetings to enable Sandon and Burston Parish Councillors to attend.
20/035.5 Request from Stafford Borough Council for update on response to Covid-19. The Clerk had updated Sarah Ruff, Stafford Borough Council on actions taken by the Parish Council.
20/035.6 Staffordshire Parish Councils Association – weekly email updates had been forwarded to Councillors.
