Resolved that the minutes of the Parish Council meeting of 13th March 2019

be signed by the meeting Chairman.

18/144             Chairman’s Announcements

18/144.1          The Chairman, as a Trustee of Sandon Parish Room, thanked the Parish Council

for its donation of £318.

18/144.2          The Chairman thanked Councillor Harris for fitting reflectors on the

Hilderstone Road fence.

18/146.1          Community Transport

Five residents from Sandon used the Stafford Shopper Bus service on 27th February,

the next service is on 27th March. Other dates arranged – 24th April, 22nd May, 19th June.

18/146.2          A51 Traffic issues through Sandon including the Burston junctions.

Councillor Parry not present to discuss the concerns of residents and Parish Councillors.

18/146.3          Hilderstone Road Gate and Fence

Reflectors now fitted to the fence section, by Councillor Harris.

18/146.4          Damaged fence at the Railway Bridge on the B5066, Stafford Road, Sandon.

18/146.4.1       Clerk’s Report.  No progress with County Highways or Network Rail.

18/146.5          Burston’s entry in the 2019 Best Kept Village Competition.

Resolved to pay the Clerk’s Net Quarterly Salary and the PAYE to HMRC.

18/151.1.1       Sandon Estate proposals for Sandon Gateways.

Siting on the verge of the A51 around the 40MPH limit signs.  Once supplied and fitted

the Estate is requesting that the Parish Council take over ongoing maintenance.

18/151.1.1.1    Installation of Gateways requires permission from County Highways.

Detailed drawing required from the Estate so that they can be submitted for approval

to County Highways.

If approved the Parish Council can then decide on the request to take over

responsibility for the Gateways.

18/151.1.2       Telephone call from Simon Hartley Fishing Club Chairman informing the Parish Council

that he and the Secretary were resigning and successors had been elected.

He understood that their aims were unchanged and thanked Councillor Shelley for his

help with the issues relating to Burston Pool as passed on his best wishes.

18/151.2          Councillor Charlton. Pursuing the request for a Dog Fouling Bin for the Church Lane

Area following the Borough Council stating that the cost of supplying and emptying

the bin would be passed on to the Parish Council.

18/151.2.1       Councillor Harp to determine what costs are involved.

18/151.3          Councillor Capjon.  Informing the meeting about an initiative by the Woodland Trust

to provide trees free of charge if planted in an appropriate location.

Comment on the poor Street Lighting on Burston Lane and standing water on the road at

The Greyhound field area.

1.1       Query to be raised with County Highways regarding the Street Lights and checks on drainage as well as opinions on Street Lighting to be sought.

2          Mr J Charlton

2.1       State of the footpaths (pavements) on Hilderstone Road and adjacent to the A51 between

the Hilderstone Road junction and the Burston junction in particular.

2.1.1    County Highways no longer maintain the encroachment of vegetation on to the footpaths

unless there is a safety issue.

2.1.2    Possibility of utilising  the “Community Payback” option to clear footpaths to be considered.

2.1.2.1 County Highways to be consulted about the involvement of the Payback scheme and if

Highways would remove the resulting spoil.
