It was agreed at the 11 December meeting to defer a final decision until January 2020. The deadline for submission is 31 January 2020.

19/124.1 The Chairman read out letters of resignation that had been received from Councillors Jason
and Julie Charlton
19/124.1.1 RESOLVED: That the Chairman write to Councillors Jason and Julie Charlton thanking them for their service to the Parish Council.
19/124/1.2 That the Clerk notify the Borough Council of resignation of Councillors Jason and Julie Charlton.

19/126 Outstanding Matters Reports and Updates
19/126.1 Highways Update – Issues raised that are currently being pursued by County Highways.
19/126.1.1 A51 Slow signs at the top of Butterhill Bank. The County Highways Traffic Management Officer have refused this request on grounds of non-compliance.
19/126.1.1.1 Resolved: To remove this item from the agenda going forward.
19/126.1.2 Dog & Doublet junction road markings. The County Highways team have this job on their system and are regularly monitoring its progress.

19.126.1.3 Burston Grid, Railway Bridge fence on Stafford Road. County Highways were in correspondence with Network Rail regarding the responsibility for the railways fence.
19126.1.4 Footpath 36 – Burston Pool to Canal Bridge. Staffordshire County Council Rights of Way Officer had notified the Council that the footpath remained closed, and was unsafe for pedestrians to access, whilst investigations were undertaken. Councillor Harris had met with contractors to discuss a temporary repair.
19/126.1.4.1 RESOLVED: That Councillor Parry be asked for his assistance in expediting the re-opening of footpath 36.
19/126.1.5 Clearing vegetation from footpaths on A51 and Hilderstone Road.
19.126.1.5.1 RESOLVED: The Chairman requested more time to consider this matter.
19/126.1.6 Road signs obscured by hedges and those requiring a clean. Encroachment of vegetation on to the pathways. The Chairman requested further time to consider a solution.
19/126.1.7 Defibrillator for Burston.
19/126.1.7.1 The Chairman reported that a crowdfunding initiative had been started by a local resident to purchase a defibrillator for Burston. The licensee of the Greyhound Inn had reportedly agreed to have the defibrillator installed at the Greyhound Inn and to pay for its maintenance. Mrs Selby agreed to inform local residents of this development.

19/128.1 Financial Statement and Bank Reconciliation.
19/128.1.1 A letter had been sent to NatWest notifying them of the change of Clerk. However, the Bank Reconciliation Statement and Financial Statement had been received by the former Clerk to the Council today indicating that from 5 December to 3 January an additional £1.84 interest had been added to the accumulated interest on the reserve account.
19.128.2 Clerk’s Salary – a payslip was presented for payment. This showed that the Clerk’s salary had not been taxed. This would be corrected when the next payslip was presented for payment.
19.128.2.1 RESOLVED: To reimburse the Clerk for £317.10 (gross).
19.128.3 Invoice Sandon Parish Room 2019 Parish Council meetings £300 LGA 1972 s111. The cheque had not been presented for payment.
19.128.4 Parish Precept 2020/21. An initial draft Precept Budget Considerations 2020/21 had been presented by the Clerk in November 2019 and had been recirculated to Councillors. A copy of a letter from the Head of Finance, Stafford Borough Council was read out by the Chairman indicating that the concurrent function allowance would remain unchanged at £318.00. The deadline for completion of considerations is 31.1.20. Following discussion, the Vice Chairman proposed to set the Parish Precept for 2020/21 at a level that represented an increase of 1.9% i.e. £180.23. All Councillors agreed with this proposal.
19.128.4.1 RESOLVED: To notify Stafford Borough Council that the Parish Council wished to set the Precept for 2020/21 at a level that represented an increase of 1.9% i.e. £180.23.
19/128.5 The Clerk presented an invoice for £26.45 for office stationery (LGA1972 s111)
19/128.5.1 RESOLVED: To pay the invoice.
19/128.6 An invoice for £50.50 had been received from Community Link Stafford and District for £50.50 for December shopper bus.

19/131.5 The Chairman reported that he had been contacted by a local resident regarding the state of footpaths in Sandon and Burston.
19/131.5.1 RESOLVED: That Councillor Parry be asked for his assistance in resolving this issue.
19/131.6 The Clerk reported that the Parish Council noticeboard at Burston was in need of repair.

19.132.1 The Clerk had received an email from the Principal Admissions Officer, Staffordshire County Council seeking the Parish Council’s views on the proposed (school) admission arrangements for 2020/21. There were no changes to the arrangements from the previous year. The closing date for comments is 31 January 2020. No comments were made.

Mrs Selby asked what had happened to the Stocks that had been removed from the village. She also expressed concern regarding the dirty road signs.
RESOLVED: The Chairman agreed to follow the matter regarding the Stocks and report back to the next meeting. Councillor Harp agreed to follow the matter regarding dirty road signs up with Stafford Borough Council.
