Minutes of the Parish Council Meeting held on 10 March 2021

20/101 Minutes
20/101.1 The Minutes of the meeting held on 10 February 2021 be signed by the Chairman.
20/102 Chairman’s announcements
20.102.1 The Chairman asked Councillors to consider if they would wish to meet in the Parish Room once lockdown restrictions were removed or to have meetings on Zoom during Autumn/Winter. Further discussion at next meeting.
20/103 Declarations of Interest
20/103.1 There were no declarations of interest.
20/104 Policing Issues – Sandon and Burston – PCSO Stacey Maguire.
20/104.1 The Chairman stated that PCSO Maguire had contacted the Clerk to state that she had been called out on an emergency and was unable to attend. Crime and safety information to be forwarded to the Clerk.
20/104.1 RESOLVED: Clerk to forward crime and safety information to Members.
20/105 Outstanding Matters – Highways update
20/105.1 Sandon Gateways – no progress. Authorisation from County Highways awaited. RESOLVED: Councillor Hudson to contact Councillor Parry to expedite matter.
20/105.2 Burston Grid – no progress. Councillor H Wildblood stated that the Grid was covered in mud.
20/105.2.1 RESOLVED: Clerk to update Highways report.
20/105.3 Gate in fence at Burston. No activity. Defer to next meeting.
20/105.4 Footpath 44. The Clerk updated Members. Resolution had been ranked as low priority “No specific target. Problems will be addressed as and when resources allow or carried out by volunteers”. Discussion regarding who owned the land.
20.105.4.1 RESOLVED: Clerk to check who owns land. Matter deferred for 2 months.
20.105.5 Flooding outside Dog and Doublet. Resolution still high priority.
20/106 Planning
20/106.1 Applications received by the Parish Council for consultation since last meeting.

20/106.1.1 RESOLVED: Allowed. Letter to be sent to Stafford Borough Council.
20/107 Report of the District Councillor
20/107.1 Councillor Harp reported funding to improve Stafford Town Centre had been awarded.
20/107.2 The Chairman asked if Councillor Harp would consider providing a bin for Pearl Lane and dog fouling notices.
20/107.2.1 RESOLVED: Councillor Harp to take matter forward including advice on best location for bin, and to provide Parish Council with notices.
Councillor Harp left the meeting 8.15 p.m.
20/107.2.2 Councillor H Wildblood asked that thanks be sent to Councillor Beatty for her Digest.
RESOLVED: Clerk to email thanks to Councillor Beatty.
20/108 Finance
20/108.1 The Clerk summarized the Financial Statement and Bank Reconciliation. In response to attention being drawn to the underspend the Chairman stated that it was the Parish Council’s intention to purchase gate ways and the Council had been expecting to contribute towards Footpath 36.
20/108.1.1 A Signed For letter had been sent to Nigel Ferguson. There had been no response.
20/108.2 Use of Concurrent Function Allowance. The Clerk reported that the self-healing pinboard on the Burston noticeboard was damaged (damp before replacement of glass) and needed replacement. Cost from previous supplier: £80.24 + £32 carriage + £22.45 VAT. Total £134.69. She advised delaying order of further noticeboards until work on the website was completed. No further suggestions for use of Concurrent Function Allowance made.
20/108.2.1 RESOLVED: Clerk authorised to order like for like replacement pinboard for Burston noticeboard from previous supplier.

20/109.2.1 RESOLVED: To update the website/noticeboards/Compass in due course with details of local businesses that can help with home deliveries etc. Information to be added to website.

20/109.4 Feedback from Trent Valley Collaboration Group. The Chairman reported that he had signed a response to the consultation on HS2 Phase 2a on behalf of the Council.
20/109.5 Plaque – Stocks. The Chairman reported that Mr Charlton had replaced the sign on the stocks.
20/109.6 Tree Planting. Councillor Capjon reported that the site planned for the tree had been scanned and was unsuitable (underground cables). Two further sites had been suggested.
20/109.6.1 RESOLVED: Councillor Capjon to send (a) photo(s) of preferred site(s) to Clerk and Clerk to liaise with County Highways regarding a scan of site.
20/109.7 The Clerk updated the Council on progress in updating website. She requested photos for the front page. Councillor Wyatt suggested links to Visit Stafford.
20/109.7.1 RESOLVED: Clerk to discuss additional hours she had worked to update website with Chairman and Vice Chairman. Clerk to contact Mr Selby for background information on the Parish for the website.
20/109.8 Councillor Hughes asked if action could be taken to slow down traffic around Mumbles Nursery. She asked if a footpath could be installed on the grass verge outside Mumbles Day Nursery. Councillor Hudson proposed that the Council consider developing a strategy to address issues around road safety and speeding in Sandon and Burston.
20/109.8.1 RESOLVED: The Chairman to ask Sandon Estate for a view on the installation of a footpath outside Mumbles Day Nursery. Development of a Strategy to be brought to next meeting.
20/109.9 Councillor Hughes asked if the Parish Council could address the condition of the Station Avenue approach.
20/109.9.1 RESOLVED: Councillor Shelley to raise matter with Sandon Estate.
20/109.10 Councillor Hughes asked if there were any Parish plans to acknowledge the end easing of lockdown. There were no plans.
20/109.11 Councillor H Wildblood reported that Burston Lane from the bridge to the village was in a poor condition. Grass verges worn away and potholes.
20/109.11.1 RESOLVED: Councillor H Wildblood to send photos to Clerk. Clerk to report to Highways.
20/109.12 Councillor R Wildblood asked if a light had been removed from the telegraph pole on the bridge.
20/109.12.1 RESOLVED: Clerk to check with County Highways.
