20/053 Minutes
20/053.1 The Minutes of the meeting held on 11 October 2020 be signed by the Chairman with the following correction. Councillor Harris had given his apologies for the previous meeting.
20/054 Chairman’s announcements
20/054.1 The Chairman agreed to contact Councillor Harris regarding his non-attendance.
20/054.2 A letter had been sent to Mr David Moreton BEM congratulating him on his recent award.
20/055 Declarations of Interest
20/055.1 There were no declarations of interest.
20/056 Outstanding Matters – Highways update
20/056.1 Footpath 36. Councillor Hudson updated Members. The Principal Rights of Way Officer was awaiting a final quote from the contractor. Discussion took place regarding use of the car park by the contractor for one week whilst work was carried out. It was agreed that a letter would be sent from the Parish Council to residents who parked on the car park from the Parish Council in due course.
Resolved: Councillor Hudson agreed to bring a further update to the next meeting.
20/056.2 Sandon Gateways. Councillor H Wildblood and the Clerk updated Members. A meeting had taken place with County Highways and a location at the Burston side of the A515 proposed. Clerk reported that she had only been able to find one company that manufactured gate ways and this company was used by Parish Councils that she had contacted. A copy of examples of gate ways had been circulated to Members. Members agreed that 2m white gate ways were preferred. Members discussed wording and agreed Welcome to Sandon and Burston Please Drive Slowly. Councillor Parry suggested the Clerk contact Fulford Parish Council for details of the contractor that they had used to fit the gate ways.
Resolved: Chairman to contact local business owner regarding proposed siting of gate ways opposite his business. Clerk to send details of the proposed location of the gate ways to Richard Rayson. County Highways, for approval. Clerk to contact Fulford Parish Council regarding fitting of gateways. Clerk to obtain quotes for gateways.
20/056.3 Burston Grid. Councillor Parry explained the respective responsibilities of the County Council and landowner. Councillor Parry agreed to forward a copy of a presentation on this matter to the Clerk for circulation to Members.
Resolved: Councillor Parry agreed that he would ask the County Council to write a letter to the landowner setting out the respective rights and responsibilities of the County Council and the landowner and the Council’s legal duties. Councillor R Wildblood to forward landowner details to the Clerk/Councillor Parry.
Councillor Parry to forward copy of his presentation to Clerk for circulation to Members.
20/057 Planning

20/058 Report from County Councillor.
20/058.1 Councillor Parry updated Members on the current situation regarding Covid 19 in Stafford Borough. Councillor Wyatt explained the impact on Oak Tree Farm. Councillor Parry agreed to discuss possible funding opportunities with Oak Tree Farm. Councillor Wyatt agreed to forward details of Western Power who were offering financial support to the socially isolated. Councillor Parry asked Members to let him have details of anyone who might benefit from the funding offered through Community Grants Scheme urgently as the deadline had closed.
Councillor Parry left the meeting.
20/059 Report from District Councillor
Councillor Harp explained that there was a delay and backlog in dealing with Planning Applications.

20/060 Finance
20/60.1 Financial Statement and Bank Reconciliation Statement were presented by the Clerk. The Clerk summarized the Council’s current financial position. Senior Citizens’ Christmas Lunch could not take place due to Covid 19. Clerk suggested using this funding (£300) to purchase goods that could be made up into Christmas Hampers. Members agreed to this proposal.
RESOLVED: Members to provide Chairman with names/addresses of local residents who would like to receive a Christmas Hamper.
20/060.2 Katharine House Hospice Urgent Appeal Registered Charity Number 1011712. The Clerk had consulted the SPCA on the use of the Concurrent Function Allowance (CFFA). It was not appropriate to allocate money from the CFA for this purpose. Section 137 monies could be donated to charities.
Resolved: To submit the donation of £300 to the Katharine House Appeal. LGA 137.
20/060.3 Invoice – Staffordshire Parish Councils Association Good Councillor Guides £16.40. Copies to be sent to Councillors Hudson and Wyatt.
Resolved: To pay the invoice.
20/060.4 Invoice – Reimbursement to Clerk for Stationery (£37.84) and reimbursement to payment of annual fee for McAfee Device and Software Protection £59.99.
Resolved: To pay the invoice from the Clerk £97.83 (VAT £3.70) LGA 1972 s112(2).
20/060.5 Royal British Legion Wreath. The Chairman reported that the invoice in his possession was for £20 not £40 as stated on the agenda. LGA 1972 s137

20/060.6 Nigel Ferguson – Website £320. Members discussed the website.
Resolved: Chairman to write to Mr Ferguson requesting a revised invoice. Clerk to obtain quotes for a new website provider for discussion at the next meeting.
20/060.7 Parish Council Precept 2021-22. Preliminary discussion on the subject.
Resolved: Clerk to request details of tax base, government grant and Concurrent Function Allowance from Stafford Borough Council for discussion at the December meeting.
20/061 Items raised by Member Councillors/Clerk
20/61.1 The newly erected gate and fence in Burston raised at the last meeting. No further update.
Resolved: Clerk to obtain update from Councillor Harp.
20/61.2 Update on maintenance of fixed assets. No further progress due to weather.
20/61.3 Burston Pool – life saving equipment. The Clerk reported that Stafford Borough Council had indicated that replacement of the equipment was not their responsibility and that the Fishing Club should be approached. Councillor Shelley had spoken to the Fishing Club who had indicated that they would be prepared to contribute towards the cost.
Resolved: Clerk to bring costs of replacement of life saving equipment to next meeting.
20/61.4 Rewilding of local verges and hedgerows. Matter deferred until next year.
20/61.5 Councillor Wyatt requested approval to attend a course for New Councillors.
Resolved: Approved. Clerk to obtain details and book Councillor Wyatt’s place on a course.
20/062 Correspondence
20/062.1 Staffordshire Parish Councils Association – Course – Surviving the Year End Audit.
20/062.2 Staffordshire Parish Councils Association weekly updated had been forwarded to Members.
20/062.3 Stafford Borough Council Remembrance Service Parade had been cancelled. The Chairman indicated that he would place a wreath on the Sandon War Memorial on Remembrance Sunday.
20/062.4 Census 2021. Letter requesting local venues for advisor to work.
Resolved: Chairman to take this matter to Sandon Parish Room Trustees.
20/062.5 Temporary Traffic Regulation Order – From 23-26 November – Diversion of Traffic – Sandon Bank. Noted.
20/063 The Clerk reported that, as agreed with the Chairman, the Parish Council’s response to the consultation on the Planning White Paper (copies circulated to Members) had been submitted and acknowledged.
