Minutes of the Parish Council Meeting held on 14 October 2020

20/039 Apologies None.
20/040 Minutes
20/040.1 The Minutes of the meeting held on 9 September 2020 be signed by the Chairman.
20/041 Chairman’s announcements
20/041.1 The Chairman welcomed Mrs Gill Wyatt to the meeting. Mrs Wyatt had indicated that she wished to be co-opted to the Council. It was proposed by the Chairman that Mrs Wyatt be co-opted to the Council. This was seconded by Councillor R Wildblood.
20/041.1.1 The Declaration of Acceptance of Office had been sent to Mrs Wyatt for signature. Disclosure of Pecuniary Interests and Personal Interests documents would be sent to Mrs Wyatt for signature.
20/042 Declarations of Interest
20/042.1 There were no declarations of interest.
20/043 Outstanding Matters – Highways update
20/043.1 Footpath 36. Councillor Hudson updated Members on his discussion with the Councillor Parry and Principal Rights of Way Officer. The Principal Rights of Way Officer would be contacting the landowner regarding this matter.
20/043.2 Sandon Gateways. The Clerk updated Members. A further meeting was being arranged with Tim Buxton from County Highways to discuss the location of gateways. The Clerk agreed to share copies of designs of gateways with Members. A further update would be brought to the next meeting.
20/043.3 Mr Shaw joined the meeting and Councillor Hudson updated him on progress regarding Footpath 36. Mr Shaw agreed that the Chairman share his contact details with the Principal Rights of Way Officer.
20/043.4 Pothole, Burston Lane. The Clerk had reported this matter again with photographic evidence.
20/043.5 Burston Grid. Councillor H Wildblood reported that the Grid continued to flood. This had been reported to the County Highways Department with photographic evidence. Councillor Parry explained the respective responsibilities of the highways authority and landowners with regard to drainage. He agreed to share copies of his presentation detailing the respective rights and responsibilities of the Parish and County Council with Members.
20/043.5.1 Resolved: That the Parish Council write to the landowner regarding this matter.
20/044 Planning
20/044.1 Applications returned to Stafford Borough – reply awaited

20/044.2.3 Resolved: No objections were raised to the above planning applications.
20/045 Finance
20/045.1 Financial Statement presented by the Clerk. Bank Reconciliation checked. The Clerk reported that the half yearly precept and Concurrent Function Allowance had now been received.
20.045.2 Financial Payments – Requests for authorization:
20/045.2.1 Clerk’s Quarterly Salary £483.21 (net). PAYE £101.00 LGA 1972 s112(2)
20/045.2.1. Resolved: To pay the net salary to the Clerk and PAYE to HMRC.
20/045.3 The Clerk circulated an initial draft for consideration. Councillors were asked to give this consideration. Second draft to be presented for consideration at the November meeting. The Precept requires to be finalized by the January meeting.
20/045.4 The Concurrent Function Allowance had not been spent. The Clerk had received an appeal for funding from Katharine House Hospice.
20/045.4.1 Resolved: Agreed in principle to allocate the Concurrent Function Allowance funds for 2020/21 to Katharine House Hospice. Clerk to confirm that the Concurrent Function Allowance could be used for this purpose. LGA 1972 s137
20/045.5 The Clerk reported that she had received an invoice today from Staffordshire Parish Councils Association for £25 in respect of the VAT training course that she had attended. Councillors had authorized her attendance at the September meeting. LGA 1972 s 112.
20/045.5.1 Resolved: To pay the invoice.
20/046 Report from County Councillor.
20/046.1 Details of the broadband voucher scheme for rural businesses had been forwarded to Councillors.
20/046.2 Councillor Parry updated Councillors on the situation in Stafford Borough regarding Covid-19 and reminded Councillors of their duty to keep areas as safe as possible.
20/046.2.1 A new £200k Community Grants Scheme had been made available to help organisations help people who were isolated or unwell. Councillors were invited to put forward bids. Closing date: Monday 9 November 2020.
20/046.2.2 Councillors were asked to email Councillor Parry if they were aware of parishioners having any difficulties accessing primary care.
20/046.2.3 A sum of £10k was available for highways. Councillor Parry wished to use this for highways safety – specifically Vehicle Activated Signs (VAS) driven by solar panels. The Council were asked if they would contribute to this and consider locations where they might be effective.
Resolved: To add to this item to the agenda for the next meeting.
20/046.2.4 Councillor Parry left the meeting.
20/047 Report from District Councillor.
20/047.1 Burston Pool. Councillor Harp reported that there had been no further problems brought to his attention. The newly erected gate and fence raised at the last meeting were still being investigated.
20/047.2 Councillor Harp left the meeting.
20/048 Items raised by the Member Councillors/Clerk.
20/048.1 Update on maintenance of fixed assets. No further progress. Councillor H Wildblood offered to assist Councillor Hudson. Councillor Shelley offered to clean and paint the Sandon Bus Shelter.
20/048.2 Councillor Shelley updated Councillors on his recent attendance at Stafford Parish Forum. A copy of the minutes would be circulated to Parish Councillors.
20.048.3 Councillor Wyatt raised an item that had featured on the Sandon/Salt Facebook page regarding rewilding local verges and hedgerows. She also stated that she had experience of running a Good Neighbour Scheme and would draw up some information on this for the next meeting.
20.048.4 Councillor H Wildblood stated that the issue regarding car parking in Burston Lane had not been resolved.
20/049 Correspondence
20/049.1 Letter from the Chief Fire Officer enclosing the Safety Plan. This had been emailed to Councillors.
20/049.2 Look for a Light project. Details had been forwarded to Councillors. The Clerk proposed to put the poster regarding the project on noticeboards.
20/049.3 Staffordshire Parish Councils Association – weekly updates had been forwarded to Councillors. Updates on the current advice regarding meetings in person were included in these updates.
20/049.4 Temporary Traffic Regulation Order – B5066 Hilderstone Road, Smallrice. Details had been included on the agenda.

Public Participation Meeting
Notes of the Meeting held after the Parish Council Meeting held on 14 October 2020

Mr Shaw asked why the Parish Council had not responded to the consultation on the Planning White Paper. Mr Shaw expressed his disappointment that the Parish Council had not responded.
Note by Clerk: Closing date for responses 29 October.
Mrs Selby asked what was happening regarding the safety measures at Burston Pool. This matter had been reported by Councillor Capjon at the last meeting. The Clerk responded that Councillor Harp had agreed at the last meeting to take this matter forward. She would follow this up with him.
Resolved: Clerk to follow this matter up with Councillor Harp and Stafford Borough Council.
Mrs Selby asked if progress was being made with Footpath 36 and likely cost. Councillor Hudson explained that progress was being made and he hoped that information regarding cost would be known soon.
Mr Selby stated that Armistice Day would take place on 8 November with a small ceremony. Councillors asked for confirmation that the rule of 6 persons attending did not apply. Mr Selby stated that the Police had confirmed that the service could take place. A service would take place on 15 November at Burston Church.
