Minutes of the Parish Council Meeting held on 11 March 2020
at Sandon Parish Room Commencing 7.30pm.

Resolved that the minutes of the Parish Council meeting on 12 February 2020
be signed by the meeting Chairman.
19/147 Chairman’s Announcements
19.147.1 The Chairman welcomed Mr Ashley Hudson to the meeting. Mr Hudson had indicated that he wished to be co-opted to the Council. Mr Hudson signed the Declaration of Acceptance of Office, a copy of which would be forwarded to Stafford Borough Council.
19.147.2 There remained one Parish Council vacancy.
19/148 Declarations of interests. None declared.
19/149 Outstanding Matters Reports and Updates
19/149.1 Highways Update – Issues raised that are currently being pursued by County Highways.
19/149.1.1 Dog & Doublet junction road markings. The County Highways team had indicated that they hoped to have this job carried out in the next couple of weeks.
19/149.1.2 Burston Grid – no further update.
19.149.1.3 Railway Bridge fence on Stafford Road. County Highways had not received any further update from Network Rail but would be following this up with a reminder. The Chairman stated that Network Rail had been to inspect the trees on Station Avenue.
19.149.1.4 Footpath 36 – Burston Pool to Canal Bridge. The footpath remained closed. Councillor Harris updated the Council. A new proposal had been put forward to line the footpath with concrete panels to prevent the stream from encroaching onto the footpath. A quote for the work was being obtained by the Principal Rights of Way Officer.
19.149.1.4.1 The vegetation on the other side of the stream remained a problem. It was suggested that the Principal Rights of Way Officer be asked to contact the landowner regarding this matter.
19.149.1.4.2 Mrs Rundle stated that she was concerned regarding the impact that flooding could have on her property and that of her neighbours.
19.149.1.4.3 Resolved: Councillor Harp agreed to discuss this matter with Stafford Borough Council and report back to the next meeting.
19.149.1.4.4 Resolved: The Clerk to write to Councillor Ian Parry and the Principal Rights of Way Officer regarding this matter.
19.149.1.5 Sandon Gateways. The Chairman reported that no further progress had been made. He was awaiting a response from the Sandon Estate regarding the design and location of the Gateways.
19.149.1.5.1 Resolved: To discuss this matter further at the next meeting.
19.149.1.6 Clearing vegetation from footpaths on A51 and Hilderstone Road. No further update.
19.149.1.6.1 Resolved: The Clerk to follow this matter up with Councillor Parry.
19.149.1.7 Road signs obscured by hedges and those requiring a clean. Encroachment of vegetation on to the pathways.
19.149.1.7.1 Resolved: The Chairman agreed to undertake this work when the weather improved. He asked Councillors to let him have details of any signs obstructed by vegetation in Burston.
19.149.1.8 Defibrillator for Burston. The defibrillator had been installed and training courses had been arranged.
19.149.1.8.1 Resolved: To remove this item from the agenda going forward.
19.149.1.9 Parish Council Noticeboard – Burston. The Clerk reported that the noticeboard had been repaired and the invoice was awaited.

19.163.2.1 Resolved: The Chairman asked the Clerk to give his apologies.
19.163.3 Councillor Hudson raised the issue regarding the difficulty in safely driving out of Burston onto the A51 and asked if traffic calming measures could be reconsidered by County Highways.
19.163.3.1 Resolved: The Clerk to follow this matter up with Councillor Parry and the County Highways team.
19.163.4 The Clerk indicated that she was still liaising with NatWest regarding change of details for receipt of the bank statements and changing mandate details following Councillor Julie Charlton’s resignation. Removal of Julie Charlton’s name required completion of an online form containing the Clerk and the Chairman’s signatures.
19.163.4.1 Resolved: The Chairman provided the Clerk with a copy of his signature for this purpose. The Clerk would complete the online form and return it to the bank.

19.164.1 Staffordshire County Council – none.
19.164.2 Stafford Borough Council Local Plan 2020-2040 Issues and Option stage consultation. Councillor Hudson asked for an opportunity to review this document and liaise with the Chairman and Clerk regarding a response. No further comments were made.
19.164.2.1 Resolved: The Clerk to forward consultation meeting dates to all Parish Councillors.
19.164.3 Staffordshire Fire and Rescue Service Safety Plan 2020-2024 Consultation
19.164.3.1 Resolved: To add this to the agenda for the April meeting.

Mrs Rundle: Local Bus Services: Mrs Rundle expressed concern regarding the local bus service and asked if the County Council could reconsider provision in the area.
Resolved: In Councillor Parry’s absence the Clerk agreed to follow this matter up with him.
Burston Defibrillator: Mrs Rundle asked if the Parish Council would endorse her thanks to Mrs Kylie Hughes and Mrs Zoe Jordan for the work they had done in organizing the defibrillator for Burston.
Resolved: The Parish Council asked Mrs Rundle to pass on their thanks to Mrs Hughes and Mrs Jordan for the work they had undertaken regarding the installation of the defibrillator at Burston.
Stocks: Mrs Selby asked for an update on progress. Councillor Shelley stated that the Stocks were with Sandon Sawmills for replacement as the old stocks had rotted beyond repair. The work would be completed very shortly at a cost of £100.
Litter Picking: Mr Selby asked if the County Council could be asked to undertake a litter pick along the Hilderstone Road, indicating that the road was too dangerous for local residents to do this.
Resolved: The Clerk to write to Councillor Parry/County Highways Team to ask if this could be considered.
VE Day Celebrations: Mr Selby asked if the Parish Council planned to celebrate VE Day. No plans had been made. Following discussion, it was agreed that some of the budget allocated for Senior Citizens for a Christmas Party, that had not been used, could be allocated for this purpose.
Resolved: It was agreed that Parish Council and Burston residents could organize a small tea party at Burston to celebrate VE Day.
The meeting closed at 8.45 p.m.
