19/113 Outstanding Matters Reports and Updates
19/113.1 Highways Update – Issues raised that are currently being pursued by County Highways.
19/113.1.1 A51 Slow signs at the top of Butterhill Bank – no further update.
19/113.1.2 Dog & Doublet junction road markings – awaiting the availability of the Line Marking.
19/113.1.3 Burston Grid, Railway Bridge fence on Stafford Road. Stone office progressing the repair with Network Rail.
19/113.2 Footpath 36 – Burston Pool to Canal Bridge.
19/113.2.1 A site meeting had taken place with the County Council’s Rights of Way (RoW) Officer to discuss plans to repair the footpath. Quotes for remedial work were being obtained and forwarded to the RoW Officer. The County Council would also obtain a quote for the work. The path remains temporarily closed. Further negotiations were taking place with the landowner regarding access and encroachment of vegetation issues.

19/113.3.1 Resolved: The Chairman agreed to discuss this matter further with Councillor Jason Charlton outside the meeting.
19/114.1 Defibrillator for Burston.
19/114.1.1 Mr Rundle and Mrs Hughes had progressed this item and had invited Mr James Russell, AEDdonate, to the meeting. The Chairman welcomed Mr Russell to the meeting. AEDdonate is a local charity committed to improving the life chances of survival from out of hospital cardiac arrests. This is achieved by supporting the placement and use of defibrillators to local communities. Discussion took place regarding the possible location of a defibrillator in Burston. The cost of the defibrillator would be £1,999. This would include the professional installation of the cabinet that holds the defibrillator, training in its use and access to 24×7 help desk support. AEDdonate would work with the local community to fundraise. This would include CPR training, setting up an online fundraising page on the AEDdonate website, developing a fundraising pack, social medical and press coverage and providing a Community Liaison Officer to assist with the fundraising campaign. Costs would include mains supply – £8 p.a.; battery replacement every five years – £240 and replacement of CPR (Cardiac Pulmonary Resuscitation) pads every two years – £40. AEDdonate would work with the local community to identify a preferred location for the defibrillator. Marketing information was shared with Councillors.
Resolved: Following discussion it was agreed to discuss this matter further at the next meeting.

19/116.1 Financial Statement and Bank Reconciliation presented by the Clerk.
19/116.1.1 There was one correction to the Financial Statement issued following Bank Reconciliation. The figure of £96.73 Expenses should read £86.73.
19/116.1.2 A request is being made by the Clerk to the Nat West Bank for Bank Reconciliation to be issued to the Parish Council on the 1st of every month, prior to agenda dispatch.
19/116.2 Invoice Sandon Parish Room 2019 Parish Council meetings £300 LGA 1972 s111.
Resolved: To pay the invoice.
19/116.3 Parish Precept 2020/21. An initial draft Precept Budget Considerations 2020/21 had been presented by the Clerk in November 2019. The deadline for completion of considerations is 31.1.20.
Resolved: To discuss this matter further at the January 2020 meeting.

19/118.1 Burston Pool. Renewal of Fishing Lease. Comments on the lease by the Simon Hartley Fishing Club are awaited by Stafford Borough Council.

19/119.2 The Chairman reported that there was no further update on Sandon Gateways.
19/119.3 The Chairman reported that the hedge at Chapel House, Lichfield Road, Sandon had been cut.
19/119.4 The Chairman reported that the horse chestnut trees on Stafford Road by the old Railway Station were in a dangerous state and it was unclear who was responsible for their maintenance. Sandon Estate are discussing this matter with Network Rail.
19/120 Correspondence
19/120.1 The Clerk had received an email from the Principal Admissions Officer, Staffordshire County Council seeking the Parish Council’s views on the proposed (school) admission arrangements for 2020/21. There were no changes to the arrangements from the previous year. The closing date for comments is 31 January 2020.
Resolved: To include this item on the agenda for the meeting on 8 January 2020.

19/120.5 The Clerk reported that a local resident had emailed the Parish Council requesting details of the new fishing rules for Burston Pool. The matter had been referred to Councillor Harp.
19/121 Date of Next Meeting – Wednesday 8 January 2020 at 7.30 p.m. at Sandon Parish Room.
The Chairman thanked Mr Brian Boughey, the retiring Clerk for his service to the Parish Council over the past thirteen years. On behalf of the Council he presented Mr Boughey with a card and gift in recognition of his excellent contribution and wished him well for the future.

Mrs Rundle Footpath 36 Burston Pool to Canal Bridge. Mrs Rundle asked if the public footpath would remain closed if access to undertake the necessary work was denied. Councillor Harris stated that there could be an opportunity for a remedial repair. It was pointed out that there was an alternative route for walkers that bypassed the flooded footpath.
Mrs Rundle suggested setting up a local group to tidy up Burston village.
Mrs Shelby asked if there was any money available to clean local signs. There was no money available to do this.
