20/013 Minutes
20/013.1 The Minutes of the meeting held on 8 July 2020 be signed by the Chairman.
20/014 Chairman’s announcements
The Chairman welcomed the Chairman of the Simon Hartley Fishing Club, to the meeting to address issues that had been raised regarding fishing at Burston Pool. The Chairman proposed and it was agreed that Item 9 on the Agenda be taken next.
20/015 Following several issues raised by a local resident regarding the conduct of members of the Simon Hartley Fishing Club, the Club had erected two signs. Councillor Harp proposed that the signs be removed. Following discussion, the Fishing Club were requested to remove the signs.
The Chairman of the Fishing Club explained that all members of the Club should have a membership sticker in their cars. If there were issues regarding the conduct of Members, he should be contacted, quoting the Membership Number, and he would address the issue(s) with the Member(s). Complaints about odour from the toilet on the far side of the Pool were outside his remit. Discussion ensued regarding the exact boundary for which the Club were responsible and a disagreement about whether the Club had signed the most recent version of the lease.
It was agreed that clarification be obtained from the Borough Council regarding the boundary and the lease.
Resolved: a) That the Simon Hartley Fishing Club remove the signs. b) The Chairman of the Simon Hartley Fishing Club to speak to the Neighbourhood Services Group Manager at Stafford Borough Council regarding the boundary and the lease and inform the Chairman of the Parish Council of the outcome.
20/016 Outstanding Matters – Highways update
20/016.1 Footpath 36. The Clerk updated Councillors. Councillors expressed a desire to have repair work undertaken as soon as possible so that the footpath could be re-opened.
Councillor Harris had been involved in discussions with the County Council on this matter, but he was out of the country, and his date of return was unknown. Following discussion regarding the proposed design and contract arrangements for replacement of the footpath it was proposed that Councillor Hudson’s name be given to the Principal Rights of Way Officer, and a request be made that he be involved in future discussions on behalf of the Parish Council.
20.016.1.1 Resolved: The Clerk to give Councillor Hudson’s details to the Principal Rights of Way Officer.
20/016.2 The Chairman reported that in the current financial climate it was unlikely that the Sandon Estate would be progressing with the replacement of Sandon Gateways. He proposed that the Parish Council obtain estimates for the purchase of the Gateways.
20/016.2.1 Resolved: The Clerk to liaise with the County Highways Department and obtain quotes for purchase of the Gateways.
20/017 Finance
20/017.1 Financial Statements and Bank Reconciliation statements for July had been forwarded to Members. The Statement showed a healthy financial balance.
20/017.1.1 The Clerk reported that the Chairman had agreed and approved payment to SPCA of £50 for her attendance at a two-part online course – Clerk’s – The Knowledge Training on 23 July and 6 August 2020.
20/017.1.1.1 Resolved: a) To pay the invoice – £50.
20/017.1.2 The Clerk submitted expenses for £37.20. This included a £3.00 credit note representing a previous over-payment to her.

20/017.1.3 The Clerk explained that new Regulations were being introduced from 23 September regarding website accessibility click here: https://accessibility.campaign.gov.uk/. She had sought the Chairman’s approval to attend a course Creating Accessible Documents organised by the SPCA on 11 August. The Chairman had approved expenditure of £40. The Clerk sought the Parish Council’s approval to register on the associated course Writing an Accessibility Statement organized by the SPCA at a cost of £75.
Resolved: a) To pay the SPCA invoice – £40. b) The Council approved the Clerk’s attendance on the Writing an Accessibility Statement course.20/017.1.4 The Clerk reported that Burston and Sandon Bus Shelters required cleaning and repainting and a small repair was needed to the side of Burston Bus Shelter. The Jubb bench also required re-varnishing. Following discussion Councillor Hudson proposed a small group of volunteers to undertake this work. Councillor R Wildblood and Capjon put their names forward.
Resolved: a) Councillor Hudson agreed to assess the work required and organize a small group of volunteers to undertake cleaning and remedial work of the Bus Shelters and Jubb bench.
20/017.1.5 The Clerk requested that approval be given to extend the time allowed for the Zoom meetings from the minimum free access of 40 minutes per meeting to Zoom Pro which gives 24 hours access. Cost: £11.99 per month.
20/017.1.5.1 Resolved: To approve expenditure to purchase Zoom Pro at a cost of £11.99 per month.
20/018 Report of the County Councillor – none.
20/019 Report of the District Councillor. The matter regarding Burston Pool had been discussed.
20/020 Items raised by the Member Councillors/Clerk.
20/020.1 Councillor Capjon reported that the ragwort at Burston Pool had been removed.
20/020.2 Councillor Hudson requested that consideration be given to the purchase of a token of appreciation in recognition of the contribution made by Mr Robert Selby. It was agreed to discuss this matter at the next meeting.
20/020.2.1 b) To add to the agenda for the September meeting – Consideration by the Parish of the purchase of a token of appreciation in recognition of the contribution made by Mr. Robert Selby.
20/021 Correspondence
20/021.1 LGA Model Code of Conduct. Due to time restrictions Members were advised to let the Clerk have any comments on this document. Closing date: 17 August 2020.
