(a) the impact of road traffic as a result of the HS2 Phase 2a works
(b) the impact of the HS2 Phase 2a works on the natural environment, including but not limited to the impact on ancient woodland.
(c) whether there are sufficient transport provisions for passengers connecting to HS2 Phase 2a, and to address changes to general passenger movements caused by the HS2 Phase 2a works
(d) if not, whether the construction of new railway stations and improvements to railway stations, including any associated reopening of lines, is necessary in relation to (c)
This consultation asks for views, based on the information included in the consultation document and various sources of information that the Secretary of State considers may be relevant to this consultation.
Responses from consultees will be independently analysed and reported. The report will be laid before both Houses of Parliament and the Minister of State for Transport will make a statement to both Houses detailing any steps which will be taken to implement the findings of the report.

20/088 Minutes
20/088.1 The Minutes of the meeting held on 13 January 2021 be signed by the Chairman.
20/089 Chairman’s announcements
20/089.1 The Chairman welcomed Mrs Kylie Hughes to the Council. Mrs Hughes had indicated that she wished to be co-opted to the Council. It was proposed by the Chairman that Mrs Kylie Hughes be co-opted to the Council. This was seconded by Councillor R Wildblood.
20.089.2 The Clerk confirmed that Mrs Hughes had completed the Declaration of Acceptance of Office and the Disclosure of Pecuniary Interests and Personal Interests Forms.

20/090.1 There were no declarations of interest.
20/091 Outstanding Matters – Highways update
20/091.1 Footpath 36. Councillor Hudson updated the Council. The work on the footpath had been completed and the metal stakes in the stream would be removed. Temporary fencing removed from around Burston Car Park. The Chairman thanked Councillor Hudson for his efforts in getting this work completed.
20.091.1.1 RESOLVED: Councillor Shelley to write to Councillor Parry and the Principal Rights of Way Officer to thank the County Council for funding and commissioning this project. Clerk to liaise with contact at Two Saints Way to inform them that the footpath was now open. Clerk to liaise with Councillors to identify a Member to liaise with Stafford Newsletter and Stone Gazette regarding publicity.
20/091.2 Sandon Gateways. Discussion regarding the location of the gateways. Clerk had informed the Community Infrastructure Manager of the proposed location of the gateways at the Burston end of the A51. Approval not yet given. Councillors confirmed that they would like ‘Thank you for driving carefully’ on reverse of signs.
20/91.2.1 RESOLVED: Councillor Hudson to speak to Councillor Parry to expedite approval of siting of gateways. Clerk to obtain quotes for gateways and installation of gate ways, if locations are approved, to bring back to next meeting.
20/091.3 Burston Grid. No further update. Road still flooded.
20/091.3.1 RESOLVED: Clerk to speak to County Highways to confirm that this job is at top of priority list, as verbally reported to Councillor Capjon/Clerk on 23 December 2020.
20/091.4 Gate in fence. No progress as temporary fencing had been placed around car park and gate in fence.
20.091.4.1 RESOLVED: Councillors Capjon and Wildblood to obtain photographic evidence of alleged breach of planning regulations and forward to Councillor Harp.
20.091.5 Footpath 44. Photographic evidence forwarded to Highways.
20.091.5.1 RESOLVED: Clerk to chase progress and report to next meeting.
20091.6 Grass verges. Clerk reported that she had received a complaint of car parking on the grass verge opposite the triangle at Burston. Further complaint received regarding alleged wrongful parking of fishermen. Councillor Wildblood reported that it was thought that a member of the public might have been parking on the grass verge whilst Burston car park was closed. No further siting of car parked on grass verge. Clerk had checked alleged wrongful parking of fishermen. They were parking on an area allocated for car parking by the Fishing Club.
20/092 Planning

The meeting was adjourned for the District Councillor’s report and convened thereafter.
20/093 Report of the District Councillor
20/093.1 Councillor Harp reported that he was pleased to receive the above updates. No further matters to report.
Councillor Harp left the meeting at 8.00 p.m.
20/094 Finance
20/094.1 The Clerk apologized that the links to the documents presented at the last meeting had not worked. She requested approval of the documents listed under Agenda item 7 for use by the Parish Council: Smaller Bodies Transparency Code 2014; Local Audit (Smaller Authorities) Regulations 2015 Governance and Accountability for Smaller Authorities – A Practitioners Guide to Proper Practices March 2020.
20/094.1. RESOLVED: The Council approved the above policies and procedures.
20/094.2 Financial Statement and Bank Reconciliation Statement were presented by the Clerk. The Clerk summarized the Council’s current financial position. There had been no further invoice from Nigel Ferguson.
20/094.2.1 RESOLVED: Clerk to obtain advice from internal auditor regarding the outstanding invoice from Nigel Ferguson.
20/094.3 Use of Concurrent Function Allowance. The Clerk sought advice on how this should be used. Details of ways in which the CFA could be spent had been forwarded to Members. The following suggestions were made: Traffic calming – Contribution towards cost of gateways; Bus shelters/information services – purchase of two new noticeboards Burston and Sandon. The Clerk reported that the pinboard on the Burston noticeboard was damaged (damp before replacement of glass) and needed replacement. Cost from previous supplier: £108.56 + VAT and carriage.
20/094.3.1 RESOLVED: Clerk to order replacement pinboard for Burston noticeboard. Clerk to obtain quotes for two further new noticeboards.
20/094.4 Financial Payments – Requests for authorization:

20/095.1 The Chairman requested a volunteer for a further bank signatory. Councillor Capjon volunteered (current self-isolating).

20/095.2 Burston Pool Life Saving Equipment. The Clerk reported that she had been in touch with Staffordshire Fire and Rescue. The matter had been referred to the relevant department, but she had received no response.
20/095.2.1 RESOLVED: Councillor H Wildblood to take this forward.
20/095.2.1 Good Neighbour Scheme. Councillor Wyatt updated Members on her attendance at a Support Staffordshire virtual meeting where she learned of other schemes in the County.
20/095.2.1.1 RESOLVED: To update the website/noticeboards/Compass in due course with details of local businesses that can help with home deliveries etc. and to send a letter to all local households advising them that the Parish Council is there to help if required.
20/095.2.3 Stone Area Parish Liaison Group. Councillor Wyatt reported back on her attendance and suggested that the local Police be invited to a future meeting of the Parish Council.
20/095.2.3.1 RESOLVED: Clerk to invite local Police to next meeting to update on local issues.
20/095.2.4 Appointment of Internal Auditor. The Clerk reported that Juliet Hands & Co had agreed to act as internal auditor for 2021/22.

Questions from Members of the Public – Mrs Selby asked about the plaque for the stocks. Councillor Shelley responded that the plaque was still with Mr Charlton. He agreed to follow this up.
